IEC 61439 versus NEN 1010 — manufacturing standard for the panel, installation standard for the installation
The distribution-board selectivity guide covers how protective devices within and between distribution boards are selectively coordinated. This article covers a prior, often overlooked question: under which standard does the distribution board itself (the panel, the enclosure) fall — and why is that a different standard from the installation around it?
Two standards with a different object
- IEC 61439 ("Low-voltage switchgear and controlgear assemblies"): a product standard for the manufacturing and verification of the distribution board itself — the enclosure, the busbars, the internal wiring, the arrangement of components. The manufacturer (or the assembler of a custom-built enclosure) demonstrates through type tests and/or calculations that the assembly functions safely under specified conditions: temperature rise, short-circuit withstand, degree of protection (IP), touch safety of the enclosure.
- NEN 1010 / IEC 60364: the installation standard for the design, erection and verification of the electrical installation as a whole into which that distribution board is incorporated — the choice of cables, the selectivity between protective devices, the earthing arrangement, the location of the distribution board within the building.
Why this distinction matters in practice
A distribution board correctly manufactured and verified under IEC 61439 (with a valid manufacturer's certificate or test report) is not automatically correctly applied in a specific installation: the installer must still verify, under NEN 1010, that the chosen distribution board matches the actual prospective short-circuit current at the point of installation, the environmental conditions (temperature, IP requirement) and the required selectivity with other protective devices in the installation. Conversely: an installation correctly designed under NEN 1010 may still contain a distribution board that has not been verified under IEC 61439 — for example an older or self-built enclosure without a valid test report — which produces a separate non-conformity during an inspection, independent of the installation requirements themselves.
Note: IEC 61439 superseded the older standard IEC 60439; when assessing an existing, older distribution board it is relevant to establish under which edition it was originally manufactured and certified.
What IEC 61439 verifies (summary)
- Temperature-rise limits of busbars, terminals and enclosure at rated load.
- Short-circuit withstand (electrodynamic and thermal stress) at the specified conditional short-circuit current.
- Degree of protection (IP) of the enclosure against dust and moisture ingress.
- Touch safety of the enclosure and internal forms of separation (Form 1–4, depending on the degree of separation between functional units within the enclosure).
- Dielectric properties and creepage/clearance distances between live parts, and between live parts and the enclosure.
What NEN 1010 verifies separately, afterwards
- Whether the actual prospective short-circuit current at the installation site remains within the conditional short-circuit current specified by the manufacturer for the distribution board.
- Whether the selectivity between the protective devices in this distribution board and those in other parts of the installation is adequate (see the distribution-board selectivity guide).
- Whether the environmental conditions at the installation site (temperature, moisture, dust) match the conditions for which the distribution board is specified.
- Whether the earthing arrangement and RCD configuration of the installation around the distribution board complies with NEN 1010.
Practical relevance
When assessing a distribution board during a NEN 3140 inspection or a NEN 1010 handover, it must be established: is there a valid IEC 61439 test report or certificate from the manufacturer/assembler (the "product part"), and has the distribution board been correctly applied within the specific installation (the "installation part") — both questions are needed for a complete assessment, and a positive answer to one says nothing about the other.
Common mistakes
- Interpreting a valid IEC 61439 certificate as proof that the entire installation complies with NEN 1010 — the certificate only covers the distribution board itself, not its application in a specific installation.
- Not requesting an IEC 61439 test report for a self-built or older distribution board — without this report (or an equivalent calculation), it has not been demonstrated that the enclosure can withstand the specified short-circuit current and temperature rise.
- Not checking the distribution board's conditional short-circuit current against the actual Ikmax at the installation site — a correctly manufactured enclosure can still be undersized for a specific, high-fault-level connection.
