Test Sequence (NEN 3140 Inspection)
The fixed, prescribed order in which the different steps of a periodic NEN 3140 inspection are carried out: first a visual inspection (visible damage, rating-plate data, fixing), then measurements in the de-energised state (continuity of protective conductors, insulation resistance, polarity), and only after that, where applicable, functional testing under voltage (including an RCD test). This sequence is not arbitrary: a visual inspection can reveal visible defects that would make energising the installation unsafe, and insulation-resistance measurement must always be performed before applying voltage to avoid damaging sensitive equipment. Skipping or reversing steps undermines the reliability of the inspection report.
Tijdens een NEN 3140-inspectie van een verdeelkast merkt de inspecteur tijdens de visuele inspectie een gesmolten wandcontactdoos op; hij voert daarom geen isolatieweerstandsmeting of functionele test op die groep uit voordat het euvel is verholpen, conform de voorgeschreven beproevingsvolgorde.
Direct een RCD-test uitvoeren zonder eerst de continuïteit van de beschermingsleiding en de isolatieweerstand te controleren — als de PE-doorverbinding al onderbroken is, kan een RCD-test een schijnbaar goed resultaat geven terwijl de installatie in werkelijkheid onveilig is.
