Outdoor lighting installations (§714) — garden lighting, site lighting and the requirements beyond a normal indoor installation

The workplace lighting guide covers light levels for indoor workplaces. This article covers a different aspect of lighting: §714 of NEN 1010, applicable to outdoor lighting installations — garden lighting, path lighting, facade lighting and comparable fixed outdoor installations — where the combination of weather exposure, mechanical loading and sometimes direct accessibility to a layperson leads to additional requirements on top of the general rules of chapter 4.

Why a separate chapter for outdoor lighting

An outdoor installation differs structurally from a comparable indoor installation in several respects:

  • Weather exposure: rain, frost, UV radiation and temperature fluctuations continuously stress cable sheaths and luminaires, unlike a sheltered indoor environment.
  • Mechanical loading: cables running underground or just above ground level can be struck by a spade, excavator, or simply by ground settlement.
  • Accessibility: garden and path lighting is often mounted at low height, directly within reach of occupants, children or pets — a fundamentally different risk profile than a socket-outlet at normal height indoors.

Mechanical protection of cabling

Cables running underground to garden or site lighting must be mechanically protected against damage — in practice usually by combining a suitable burial depth with a mechanically protective sheath, conduit or cover plate, similar to regular underground cable routes (see the underground-cables-burial-depth guide). Where there is doubt about the exact burial depth or protection method for a specific situation (for example under a paved surface driven over by heavy equipment), the full standard should be consulted.

IP classification: higher than a comparable indoor fitting

An outdoor fitting directly exposed to rain typically requires a considerably higher IP classification than a comparable indoor fitting:

  • IP44 as a practical minimum for a sheltered spot subject only to splashing water (for example under a canopy).
  • IP65 or higher for a fitting hanging directly in the rain or mounted at ground level (ground spot), where dirt and water can enter from multiple directions.

Note: the required IP classification is situation-dependent (degree of exposure, mounting height, sheltered or not) — do not default to the lowest classification that "probably suffices", but assess the actual exposure of each specific fitting.

SELV as a practical choice for low-mounted lighting

For garden lighting located directly within reach — path lighting, ground spots, pond lighting — SELV (safety extra-low voltage, typically 12 V or 24 V via a suitable safety transformer) is a common and practical choice: with a damaged cable or a faulty fitting, the touch risk to a person is considerably lower than with a comparable 230 V installation. Practical relevance

When designing or inspecting an outdoor lighting installation, establish per fitting: the degree of weather exposure (determines the required IP classification), the routing of the supply cable (determines the required mechanical protection) and the accessibility to laypeople (determines whether SELV is a practically sensible choice over a regular 230 V connection).

Common mistakes

  1. Mounting an indoor fitting or a fitting with too low an IP classification outdoors — moisture eventually penetrates the fitting or connection compartment, causing corrosion and short-circuits.
  2. Laying a garden lighting supply cable without mechanical protection just below ground level — a simple digging activity with a spade can then already damage the cable.
  3. Placing 230 V fittings at ground-spot height without considering SELV — for low-mounted lighting within reach of children or pets, SELV is often the practically wiser choice.
