Initial verification / commissioning inspection
Mandatory inspection and testing of an electrical installation before it is put into service, or after a major modification (NEN 1010 §61). It consists of a visual inspection (accessibility, conductor colours, protective measures) followed by tests such as insulation resistance, loop impedance and RCD operation, recorded in a commissioning report. It differs from a periodic NEN 3140 inspection in that it takes place once, at commissioning, and verifies the complete installation against the design, rather than assessing the condition of an existing installation.
Na de aanleg van een nieuwe groepenkast in een verbouwde woning voert de installateur een opleveringskeuring uit en overhandigt het opleveringsrapport aan de opdrachtgever vóór ingebruikname.
Een nieuwe installatie in gebruik nemen zonder opleveringsrapport, in de veronderstelling dat een latere NEN 3140-inspectie dit wel zal opvangen — de initiële inspectie toetst het ontwerp en de uitvoering as-built, iets wat een periodieke inspectie van een reeds functionerende installatie niet meer kan reconstrueren.
