Re-inspection after repair, modification or incident
In addition to the regular periodic inspection interval (see the inspection guide), NEN 3140 practice recognizes a second, event-driven trigger for re-inspection: work equipment or (part of) an installation that has been repaired, modified, put into use for the first time, or involved in an incident, must be re-inspected before it is put back into use — regardless of when the next periodic inspection was scheduled.
The four triggers
- First use — new or substantially modified work equipment must be inspected before it is used for the first time.
- Repair — work equipment that has been repaired (for example a replaced cord, a repaired plug) may only be put back into use after re-inspection, even if the previous periodic inspection was still well within its validity period.
- Modification or extension — for a fixed installation: every modification or extension of the network requires a fresh test of the modified part — for example a new earth leakage test for a new connection — not the assumption that the existing inspection certificate also covers the new work.
- Incident — visible damage, a malfunction, a lightning strike or water damage are direct grounds for an interim re-inspection, independent of the normal cycle.
Who carries out the re-inspection
The re-inspection after repair/modification/incident is carried out by the same VP (Competent Person) who also performs the regular periodic inspections — no separate designation or additional authority is required. The VP does not carry out the repair itself (that is work for an installer or the manufacturer), but assesses and signs off the re-inspection according to the usual NEN 3140 protocol.
Why this is separate from the periodic interval
The regular inspection interval is based on expected wear under normal use (see the RI&E calculation method for work equipment). A repair, modification or incident changes that assumption: the work equipment or installation part is no longer in the state in which it was last approved, so the previous inspection result no longer says anything about its current safety. Waiting until the next scheduled round would mean that a possibly unsafe repaired or modified part is used in the meantime as if nothing had happened.
Note: a single, separately numbered statutory provision that specifically requires "re-inspection after repair" cannot be pointed to — this follows from the general duty of care for safe work equipment (Arbobesluit art. 7.4a) and is applied in practice by inspection bodies and trainers as a fixed, sensible standard, not as a citable separate article number.
Common mistakes
- Putting repaired work equipment back into use immediately without re-inspection, arguing that the previous inspection is still valid — the repair itself makes a new assessment necessary.
- Ignoring only the new part when extending the fixed installation and relying on the existing inspection certificate for the rest of the installation.
- Waiting for the next periodic round after an incident (visible damage, water damage) instead of re-inspecting immediately.
- Thinking a separate designation is needed for re-inspection after repair — the regular VP designation is sufficient; no additional authority is required.
