Home Batteries & Energy Storage Systems
Home batteries are a relatively new part of the residential electrical installation, but they are firmly covered by a normative framework — both for the installation itself (NEN 1010) and for the safe handling of the system by persons (NEN 3140 practice, particularly in a commercial or rental context).
Where the installation requirements come from
- NEN 1010-8 (Part 8), section 8-2 covers prosumer installations: the safe and functional delivery of energy, both from the grid and from local sources (PV, battery storage). Part 8 is a separately published part of NEN 1010, not a chapter within Part 2.
- IEC 62933-5-2 is the specific safety standard for stationary battery energy storage systems — including tests aimed at thermal runaway (an uncontrollable, self-reinforcing temperature rise in a lithium-ion cell).
- The system's inverter falls under the European RfG requirements (Requirements for Generators), which also apply to PV inverters — see the PV guide for the broader context of inverter requirements.
Mandatory registration with the grid operator
A home battery must be registered with the grid operator from 0.8 kW power onward (via energieleveren.nl) — comparable to the registration obligation for PV installations. This is a registration requirement based on power, not storage capacity, and not an inspection obligation.
Installation requirements versus inspection obligation
This distinction is important and is often confused:
- NEN 1010 governs how the system must be safely installed (cabling, protection, inverter requirements, fire safety aspects of the battery cell itself via IEC 62933-5-2).
- For private owners there is (as of 2026) no statutory periodic inspection obligation for the battery itself, unlike the obligation that applies to work equipment under NEN 3140.
- As soon as a home battery is part of a commercial or rental installation (for example a business premises or a rented property with its own energy storage), the usual NEN 3140 duty of care of the owner/employer for a safe installation applies, just as for any other part of that installation.
Common mistakes
- Treating a home battery as "just a large socket-outlet appliance" — the specific fire safety risks of lithium-ion storage (thermal runaway) require a separate safety assessment, not just a regular electrical inspection.
- Skipping the registration obligation with the grid operator — from 0.8 kW power this is mandatory, even if the installation itself has otherwise been carried out correctly.
- Assuming a periodic inspection obligation exists for every private home battery — this does not (yet) exist; do not confuse this with the NEN 3140 duty of care that does apply once the system is part of a commercial installation.
- Treating the inverter separately from battery cell safety — both fall under a different part of the normative framework (RfG for the inverter, IEC 62933-5-2 for the cell/storage system) and both must be assessed.
