Two-pole voltage tester (duspol) — why step 3 of LOTO does not allow a non-contact tester or screwdriver phase-tester

The measuring-instruments-and-CAT-categories guide already briefly mentions the duspol as the instrument for "proving dead". This article goes deeper into why specifically this type of instrument is required for that step, and into the often-skipped checks before and after the measurement itself.

Step 3 of the five safety rules: establishing that a circuit is dead

The LOTO five-steps guide covers the sequence: (1) fully disconnect, (2) secure against re-connection, (3) verify the absence of voltage, (4) earth and short-circuit (where applicable), (5) protect against or screen off adjacent live parts. Step 3 is the moment where a circuit is actually confirmed dead — and that confirmation may only be done with an instrument complying with EN 61243-3: the two-pole voltage tester, in the Netherlands often referred to by the brand name "duspol".

Why non-contact testers and screwdriver phase-testers are unsuitable

  • Non-contact/contactless voltage tester (a pen that detects an electric field at a distance): while it gives a quick indication, it works based on capacitive coupling with the electric field rather than an actual loaded current measurement. Insufficient sensitivity, an insulated cable sheath, or an unfavourable orientation can make a live circuit falsely appear "dead".
  • Screwdriver phase-tester (with a small bulb/LED and a high internal resistance): this draws only a negligibly small current, so a high-impedance or broken connection can likewise produce a false negative indication.

A two-pole voltage tester compliant with EN 61243-3, by contrast, performs a loaded measurement with a defined, sufficiently low internal impedance, so the measurement draws an actual current and reliably demonstrates both AC and DC voltage — including phase-neutral, phase-phase and phase-earth.

Before and after the measurement: testing the tester itself

A two-pole voltage tester that is itself defective is more dangerous than no tester at all — it can falsely indicate a live circuit as dead. The correct procedure therefore requires:

  1. Before the actual measurement: test the tester on a known live point (for example a neighbouring circuit that is still switched on), or use the built-in self-test function many modern two-pole testers have.
  2. Measure the circuit whose absence of voltage must be established — all relevant combinations (phase-neutral, phase-phase, phase-earth, per phase).
  3. After the measurement: test the tester again on the same known live point or with the self-test function, to rule out that the tester failed during the measurement itself.

Note: skipping the test before and after the measurement is one of the most common practical mistakes when proving dead — a tester that fails during the measurement itself (for example due to an internal fuse blowing) will subsequently give a misleading "dead" indication, while the circuit in reality is not.

Practical relevance

For any action where absence of voltage must be established before working on a circuit, only a two-pole voltage tester compliant with EN 61243-3 should be used — never a non-contact tester or screwdriver phase-tester as the sole check — and that tester must be checked for its own function both before and after the measurement.

Common mistakes

  1. Using only a non-contact tester or screwdriver phase-tester to establish absence of voltage — both can falsely indicate a live circuit as dead.
  2. Not testing the tester before the measurement — an already defective tester gives a misleading "dead" result without this being noticed.
  3. Not re-testing the tester after the measurement — if the tester failed during the measurement itself, this goes unnoticed without this follow-up check.
  4. Only measuring phase-neutral and skipping phase-earth or phase-phase — a complete verification of absence of voltage covers all relevant combinations, not just one.
