Circuit identification in the distribution board — why an up-to-date wiring schedule is not an optional extra

The distribution board layout and accessibility guide covers the physical dimensions and accessibility of the distribution board. This article covers a different, equally fundamental aspect: whether whoever opens the distribution board actually knows which protective device belongs to which circuit.

The requirement: unambiguous identification

§514 of NEN 1010 (based on IEC 60364-5-51) requires that every protective device, switch and circuit be clearly and unambiguously identifiable. In practice this means:

  • A legible label at each circuit-breaker/RCD stating which room or which appliance that circuit supplies — not just a circuit number without further explanation.
  • A circuit schedule (an overview of all circuits with a description) at or inside the distribution board itself, so that information does not exist solely in the installer's head.

Why this is a safety requirement, not an administrative detail

This topic directly touches step 1 of the five safety rules ("fully disconnect", see the LOTO five steps guide): someone who switches off the wrong protective device based on an outdated or missing label believes they have de-energised a circuit while in reality a different circuit has been switched off — with the original circuit still live. An incorrect or outdated circuit schedule is therefore not merely inconvenient, but a direct link in a chain that can lead to an electrical accident.

Who is responsible for keeping it current

The installer who commissions the installation records the initial, correct labelling and circuit schedule. After that, however, everyone who later modifies the installation (adding, relocating or renumbering a circuit) is responsible for updating that labelling and the single-line diagram. This is precisely where things often go wrong in practice: a distribution board that has been extended over the years by different installers regularly contains labels that no longer match the actual situation.

Note: the older an installation is, and the more often it has been modified, the greater the chance that the existing circuit schedule no longer fully matches reality — this is exactly why a label must never be treated as the sole source of truth.

Practical relevance

Before any switching operation or LOTO procedure, the label or circuit schedule should be used as a first indication, not as absolute certainty — especially on an installation with an unknown or unclear modification history. The actual absence of voltage must always be independently established with a two-pole voltage tester (see the two-pole voltage tester guide), regardless of what the label claims.

Common mistakes

  1. Not updating the circuit schedule after a later modification — an added or relocated circuit that is not recorded in the schedule makes the entire schedule unreliable.
  2. Using vague labels such as just "lighting" without stating the floor or room — this forces the user to guess or test rather than read.
  3. Blindly trusting a label instead of independently verifying the absence of voltage with a suitable voltage tester.
  4. Having no circuit schedule or diagram at all in an older installation — this is often missing precisely in installations that have been extended the most, and are therefore the riskiest to work on without clear identification.
