NEN 3140 recertification — how often to renew?

A common question: "How long is my NEN 3140 certificate valid?" The short answer: we are not aware of a statutory expiry date like that of a driving licence, and the validity of a course or exam certificate depends on the provider. What does matter: the employer should ensure that a Skilled Person (VP) or Instructed Person (VOP) is still demonstrably competent for their appointment.

What does the legislation actually say?

• Dutch Working Conditions Act (Arbowet) art. 8 requires the employer to give employees sufficient information and instruction and to keep this up to date.
• NEN 3140 assumes a written appointment (IV, WV, VP, VOP) — see roles and appointment. We have not been able to confirm a fixed validity or renewal period; the employer/IV decides when to reassess, based on the risk assessment (RI&E). Check the current text of the standard and your employer's or training provider's policy.
• We are not aware of a central register or statutory recertification interval for NEN 3140 appointments — unlike a VCA diploma (which has a fixed 10-year validity). NEN 3140 appointment and VCA diploma are two different systems that are often confused.

What is common practice?

Training providers, certification bodies and employers use differing renewal intervals and formats (refresher course, re-exam, internal assessment). We cannot confirm a nationally fixed interval here: ask your training provider or employer which interval applies to your appointment.

The frequency should follow from the organization's risk assessment (see RI&E for electrical equipment) and the employer's policy, not from a fixed calendar cycle alone.

When must an appointment always be reviewed — regardless of the interval?

An active appointment must be reassessed earlier than the planned recertification date when:

1. Legislation or standards change — e.g. a new edition of NEN 3140 or NEN 1010 with changed requirements.
2. An incident or near-miss occurs — any electrical incident triggers a review of the appointment(s) involved.
3. Prolonged absence from electrotechnical work (e.g. after long-term sick leave or a different role).
4. A change in the installation or work method — new installation components, new measuring equipment, or a switch to live working (WOS) requires additional, specific training.
5. The IV has doubts about current competence — the IV may and must withdraw or require review of an appointment whenever there is reason to do so.

Who is responsible for tracking this?

The Installation Responsible Person (IV) or the employer should keep an overview of all appointments with their scope and any validity period, and anchor this in the risk assessment (RI&E). That way it is demonstrable who was appointed for what in the event of an incident or inspection.

Practical rule of thumb

No fixed interval does not mean "it's never required." Plan a renewal based on the RI&E and the arrangements with your employer or training provider (see periodic inspection), and review immediately whenever one of the five triggers above occurs — regardless of how much time has passed since the last appointment.

VCA in Ukrainian

The VCA diploma (safety for contractors) is a different system from the NEN 3140 appointment. The VCA Basic exam can also be taken in Ukrainian: recognised exam bodies such as PBNA offer it, and some training providers teach the course in Ukrainian. According to providers and exam bodies it is a multiple-choice exam of 40 questions in 60 minutes; a VCA diploma is valid for 10 years. Always check current exam locations, conditions and fees with the exam body itself.
