NEN 3140 recertification — how often to renew?

A common question: "How long is my NEN 3140 certificate valid?" The short answer is that NEN 3140 itself sets no fixed legal expiry date, unlike e.g. a driving licence. What the standard does require is that the employer periodically verifies that a Competent Person (VP) or Instructed Person (VOP) is still demonstrably competent for their appointment.

What does the legislation actually say?

• Dutch Working Conditions Act (Arbowet) art. 3 and Working Conditions Decree art. 3.5 require the employer to provide sufficient information, instruction and supervision to employees, and to keep this up to date.
• NEN 3140 itself requires the appointment (IV, WV, VP, VOP) to be laid down in writing with a validity period — see roles and appointment — but leaves the length of that period to the employer/IV, based on the risk assessment (RI&E).
• There is therefore no central register or statutory recertification interval, unlike a VCA diploma (which does have a fixed 10-year validity via SSVV) — NEN 3140 appointment and VCA diploma are two different systems that are often confused.

What is common practice?

Most training providers, certification bodies and employers follow an industry rule of thumb, not a legal requirement:

These intervals are guidelines — the actual frequency should follow from the organization's risk assessment (see RI&E for electrical equipment), not from a fixed calendar cycle alone.

When must an appointment always be reviewed — regardless of the interval?

An active appointment must be reassessed earlier than the planned recertification date when:

1. Legislation or standards change — e.g. a new edition of NEN 3140 or NEN 1010 with changed requirements.
2. An incident or near-miss occurs — any electrical incident triggers a review of the appointment(s) involved.
3. Prolonged absence from electrotechnical work (e.g. after long-term sick leave or a different role).
4. A change in the installation or work method — new installation components, new measuring equipment, or a switch to live working (WOS) requires additional, specific training.
5. The IV has doubts about current competence — the IV may and must withdraw or require review of an appointment whenever there is reason to do so.

Who is responsible for tracking this?

The Installation Responsible Person (IV) or the employer must maintain a register of all appointments with their validity periods, and anchor this in the risk assessment (RI&E). This is not a paperwork formality: it is typically the first thing requested during a labour inspectorate check or after an incident.

Practical rule of thumb

No fixed legal interval does not mean "it's never required." Plan a renewal based on the RI&E cycle (often aligned with the installation's inspection interval, see periodic inspection), and review immediately whenever one of the five triggers above occurs — regardless of how much time has passed since the last appointment.
