NEN 1010 Part 8-1 — Energy efficiency of electrical installations
Parts 1 through 7 of NEN 1010 (based on IEC 60364) are almost exclusively about safety: protection against electric shock, fire and thermal effects. Part 8-1 (based on IEC 60364-8-1, "Functional aspects — Energy efficiency") is fundamentally different in nature: it introduces no additional safety requirement, but rather an assessment methodology for the energy efficiency of an electrical installation — a topic that previously fell outside the scope of NEN 1010.
Why this is not a safety chapter
Where an installation under Parts 1-7 simply either meets or fails a safety requirement (for example a maximum disconnection time or a minimum conductor cross-section), Part 8-1 works with a points system: the installation is assessed on a series of parameters, each parameter earns points, and the total score determines an energy efficiency class. An installation that scores low on Part 8-1 is therefore not automatically unsafe or non-compliant — Part 8-1 assesses a different aspect than Parts 1-7, complementing them rather than replacing them.
Five assessment categories
IEC 60364-8-1 groups the assessed parameters into five categories:
- Initial Installation — for example the choice of energy- efficient components: high-efficiency motors (IE3/IE4 class), LED lighting, generously sized cable cross-sections to limit I²R losses, and transformers with low no-load losses.
- Energy Management — the presence of a structured energy management system, for example sub-metering per function or usage group instead of a single total meter for the whole building.
- Performance Maintenance — periodic maintenance and checks that prevent efficiency from declining over time, for example neglected power-factor correction or fouled/overheated connections (see also the thermography guide for a related monitoring tool).
- Power Monitoring — continuous measurement of active, reactive and apparent power, and of distortion components such as THD (see the harmonics/THD guide), so deviations become visible before they cause significant energy loss.
- Bonus — additional points for measures beyond the baseline requirements, for example local generation (PV), energy storage or active demand management.
EE0 through EE5 — the classification
Based on the accumulated points from the five categories, an installation is assigned a class from EE0 (lowest energy efficiency) to EE5 (highest). Importantly, the point thresholds between classes are building-type dependent — a residential installation, an office building, an industrial installation and infrastructure are each compared against their own assessment framework, because achievable efficiency measures differ significantly by building type.
Note: this article gives the principle of the classification. The exact scoring table per parameter and the class thresholds per building type follow from the full standard (IEC 60364-8-1, with its accompanying annexes) and are not summarised in this article.
Relationship to existing NEN 1010 topics
Part 8-1 introduces no new technology, but places a number of topics that already appear elsewhere in NEN 1010 and this guide series into an energy-efficiency framework: power-factor correction (less reactive-power loss in the cabling), voltage drop (excessive voltage drop means unnecessary energy loss in the cable itself, in addition to the safety aspect), and harmonics/THD (distortion current causes extra losses that a normal, non-True-RMS measurement can moreover underestimate — see the True RMS guide).
Practical relevance
On a new-build or renovation project where the client has explicit energy-efficiency goals (for example a BREEAM or energy-label trajectory), Part 8-1 offers a standardised assessment framework that goes beyond simply "meets the safety requirements of Parts 1-7" — and can be added as a separate, complementary reporting component alongside the regular commissioning documentation.
Common mistakes
- Confusing Part 8-1 with a safety requirement — a low energy-efficiency score does not mean the installation fails Parts 1-7, and conversely a high score does not make the safety requirements redundant.
- Assessing energy-efficiency measures only at initial installation — the "Performance Maintenance" category emphasises that efficiency declines over time without periodic maintenance (for example neglected power-factor correction).
- Applying one building type's class thresholds to another — the EE0-EE5 classification is calibrated differently per building type (residential, commercial, industrial, infrastructure).
